About Shilina Golez
Shilina Golez served as Vice President and Senate Convener of the Xavier University – Central Student Government during a term marked by resilience, institutional advocacy, and student-driven policymaking. As head of the 28th Directorate, she spearheaded numerous legislative victories, including the institutionalization of inclusive education policies and student welfare protections.
Her term was defined by a steadfast commitment to transparency, participatory governance, and grassroots consultation—hallmarks of a legislative leader who fought to uplift the voices of the student body, even amidst crisis.
Legislative Contributions and Achievements
- Convened and led the 28th Directorate, which passed over 48 resolutions and 10 major statutes, including the:
- Sex Education Act of 2021
- Calamity and Emergency Response Act of 2022
- Religious Assistance Act
- Students’ Voice Act
- Institutionalized the Xavier Parliament (TXP) and its outputs, transforming student legislative simulation into real policymaking influence.
- Launched the VOX Philippines 2022, mobilizing 70 youth leaders across the Philippines to draft national-level policy proposals.
- Championed the STRaW Caravan, contributing to the lobbying of the Oro Students’ Rights and Welfare Ordinance in Cagayan de Oro City.
- Advocated for academic relief through the Task Force on the Academic Break Concern, securing a Schola Brevis week (Aug 9–14, 2021) with no academic submissions and lighter academic responsibilities—a direct response to student burnout during the pandemic.
- Established the Directorate Public Library, providing transparent access to all passed legislation, session minutes, and committee reports.
- Introduced mechanisms for participatory legislation, such as the OVP Dropbox, which translated student input into formal bills.
- Advanced policies that protected marginalized groups through gender-sensitive and sectoral legislation and training.
- Supported capacity building through CHARIS—a legislative formation program that empowered student leaders with the tools of policy, procedure, and purpose.

About Reneila Maureen Eguia
Reneila Maureen Eguia served as Vice President and Senate Convener of the Xavier University – Central Student Government during the formative year of the restructured 2022 CSG Constitution. Her term was marked by institutional rebranding, policy refinement, and a deeply student-centered approach to governance. A key architect of the Green Agenda, she envisioned an OVP that is data-driven, needs-responsive, and legislatively impactful.
As the convener of the First Senate under the new charter, she worked to professionalize legislative processes, expand student representation, and build sustainable platforms for policy development.
Legislative Contributions and Achievements
- Convened the First Senate under the 2022 Constitution, laying down protocols, structure, and strategic direction.
- Oversaw the passage of 8 statutes and 35 priority resolutions, including:
- Sectoral Representation Code
- Revised Omnibus Election Code
- Institutionalization of the STRAW Program
- Meal Aid Allowance Act of 2023
- Year-Level Assembly and Assessment Act Revisions
- Revised Thesis Assistance Act
- Created and institutionalized two major support units:
- The Legislative Secretariat, streamlining Senate documentation and flow of bills.
- The Technical Reference Division, refining technical accuracy and formatting of legislation
- Ensured transparency through the establishment of the Directorate Public Library, providing public access to legislative archives.
- Successfully lobbied Resolution No. 34, calling for gender-inclusive publication guidelines in university-wide outputs like the yearbook.
- Guided the Office of Legislative Secretary in conducting 25 plenary sessions, with all bills and resolutions coordinated through a well-defined oversight mechanism.
- Championed a collaborative legislative culture, encouraging coordination with the executive departments and student constituents.
- Initiated the groundwork for the re-installment of the Xavier Parliament and the expansion of legislative capacity training for future Senators.

About Merciel Mae Mercado
Merciel Mae Mercado served as Vice President and Convener of the Second Senate of the Xavier University – Central Student Government for A.Y. 2023–2024. Under her leadership, the Senate emerged as a dynamic legislative institution that not only passed landmark laws, but also revived a culture of transparency, bold advocacy, and student-first policymaking.
Her term was marked by a renewed emphasis on institutional reform and sectoral empowerment. Through the Green Agenda, she mobilized the Senate to legislate with purpose—grounded in advocacy, built on integrity, and made for impact.
Legislative Contributions and Achievements
- Convened the Second Senate under the 2022 Constitution, leading the passage of 22 statutes and 80 resolutions, one of the highest in CSG history.
- Initiated the first Senate Public Session after the pandemic, restoring transparency and participatory governance in legislative processes.
- Held the Xavier Parliament 2023 inside the legislative grounds of Cagayan de Oro City Hall—the first time in history—bridging student governance and local legislative systems.
- Authored and passed landmark legislation on student services, including:
- Student Financial Aid Act
- Uniform Subsidy Act
- CSG Budget Retainment Act
- One Blue Fund Act
- Institutionalization of College Forums with the University Treasurer
- Conducted sunset reviews of policies, including the DUYOG Leadership Act, Judiciary
Reorganization Act, and 1996 CSG Local Government Code. - Institutionalized the Quarterly Performance Appraisal (QPA) system for Senators and legislative staff.
- Strengthened Senate operations through the Legislative Secretariat, Technical Reference Division, and Policy Review Tracker.
- Played a key role in the passage of the Oro Students’ Rights and Welfare (STRAW) Ordinance in the CDO City Council—the second of its kind in the Philippines.
- Reinvigorated legislative education through the Legislative Capacity Training (LCT) for student leaders.
