Agriculture Student Council – The Chamber

The ASC Chamber is the highest policy-making and legislative body of the Ateneo Aggie Student Council (ASC), operating as a bicameral body composed of the Upper House (League of Year-Level Representatives) and the Lower House (Council of Co-Curricular Organizations). The Chamber is convened and presided over by the Deputy Prime Minister, with legislative authority fully independent from the Executive Committee. The Chamber is empowered to formulate laws, approve budgets, and authorize projects through a structured legislative process involving two readings, committee review, and constitutional compliance. Bills require a two-thirds majority from both houses and final approval from the Deputy Prime Minister and Prime Minister. Legislative enactments are essential for institutionalizing ASC programs and ensuring their legitimacy. The Chamber may also override executive vetoes and exercise special delegated powers during emergencies. This structured, representative, and bicameral system ensures participatory governance and policy responsiveness for agriculture students at Xavier University.
