About Us
The Office of the Vice President supports the Executive VP’s daily operations while facilitating their role as Convener of the 3rd Senate, the CSG’s legislative branch. This year, we’re focused on strengthening student legislation through our #MagisThroughLegis initiative, bringing legislative power closer to College Student Councils.
We drive change through our Fourward Agenda: animal welfare, historical awareness, legal advocacy, and students’ rights. We create spaces for students to voice concerns and participate in governance by connecting them directly with the Senate—the highest policy-making body in our student government.

Janson Jaynice M. Sudaria serves as Vice President and Senate Convener of Xavier University’s Central Student Government. This AB International Studies senior champions student rights as Mindanao Convener for the Students’ Rights and Welfare Coalition Philippines. His legislative achievements include authoring nine laws and over 70 resolutions, notably the Oro Students’ Rights and Welfare Ordinance of 2023. Janson’s leadership focuses on policy advocacy, participatory governance, and socio-political engagement at Xavier Ateneo.

Alyana Sophia Cania
Serves as the Legislative Secretary of the Third Senate, overseeing legislative support services, committee activities, and policy documentation to enhance student governance.

Holds the position of Associate Legislative Secretary, contributing to the management of legislative affairs and assisting in Senate operations.

History and Key Milestones
The Legislative Powers of the Xavier University – Central Student Government
were vested in the Assembly composed of 30 assembly persons led by the Speaker of the Assembly.
The 1994 CSG Constitution created the Directorate—the Legislative Branch of the
Xavier University – Ateneo de Cagayan.
Enacted the 1996 Local Government Code of the Central Student Government,
establishing a devolved, student-led governance structure with clear fiscal, operational, and
intergovernmental guidelines for councils and organizations.
The 1994 CSG Constitution was superseded by the 2005 CSG Constitution.
The Xavier Student Center Act
Created the Xavier Students’ Action Center (XSAC)
under the STRAW Commission, institutionalizing a student-led complaint and assistance system.
Magna Carta of Undergraduate Students (2015)
Recognized as the university’s
charter of students’ rights, responsibilities, and welfare, serving as the legal basis for all STRAW
mechanisms. Ratified by both the CSG and the University Administration led by then Father
President Bobby Yap.
Year Level Assembly Act
Institutionalized year-level and co-curricular representation in legislative participation, laying
groundwork for today’s Congress.
Sectoral Representation Authority Act
Established a body to accredit and recognize minority and sector-based student groups.
Thesis Assistance Act
Created a research grant system for undergraduate students to support their academic projects.
Ratified the 2022 CSG Constitution, superseding the 2005 charter by dissolving the
Directorate and establishing the Senate as the new legislative body of the Central Student
Government.
Congress Act
Replaced the Year Level Assembly with a permanent student Congress, improving participatory
legislative drafting.
Sectoral Representation Code
Operationalized the constitutional provision for Sector Senators, giving marginalized groups
legislative seats.
Meal Aid Allowance Act
Offered food security assistance to financially vulnerable students through a structured application
process.
Freedom of Information Act
Mandated transparency by requiring the publication of all CSG documents.
Student Financial Aid Act
Institutionalized financial grants in partnership with the university’s OSG.
SOSBA Act
Mandated the State of the Student Body Address, promoting executive accountability.
Omnibus Elections Code of 2024
Unified and modernized electoral processes across all student units.
One Blue Fund Act
Provided funding for international non-academic student representations.
Full Disclosure Act
Required regular disclosure of financials and project statuses of all CSG units.
TXP Act
Institutionalized The Xavier Parliament as a legislative simulation program.
Conditional Cash Transfer Act
Provided direct assistance to student-parents and student-breadwinners.
Magna Carta Awareness Act
Mandated mainstreaming of the 2015 Magna Carta across CSG events.
Judiciary Reorganization Act
Reformed the judiciary with the addition of a trial court and stronger procedures.
Student Services Act
Centralized services (meal aid, thesis, printing, rental) under the new Department of Student
Services.
Government Services Act
Allowed for on-campus caravans by national agencies (COMELEC, PSA, PhilHealth, etc.)
Passed the Legislative Empowerment Act of 2025, institutionalizing the Magis
Academy as Xavier Ateneo’s annual legislative training platform to enhance student legislators’
capacity in drafting, policy analysis, and participatory governance.
